New Marshfield- Carl was born on January 17, 1942 in (Athens, OH), he was the son of the late Elmer Ray Mckibben and Erma Cullison Rupe and Andrew Rupe. He was a veteran who honorably served his country during the Vietnam war. He spent 11 years in the Marines and was deployed to Vietnam three times during his service to the country. During his time in the Marines he became a Drill Instructor at Paris Island. After his service to country he spent the rest of his career in the trucking industry and working at a steel mill. Alongside his career, he was a lifelong member of the American Legion Post 169 Roseville, Ohio. In his downtime he enjoyed hunting, fishing, watching the Cleveland Browns and playing slow pitch soft ball. 

Carl is survived by his son, Harold (Jackie) Cullison; three daughters, Tina Abel, Carla Cullison, and Roberta Greene; Step Children; Russel (Jodi) Harney, Kevin (Jamie) Harney, Kelly (George) Price, Gina (Kevin) Kirkpatrick, and Lisa Martin;Brother Melvin Rupe, Sister Dorothy Bargar and several grandchildren, great-grandchildren, nieces, nephews, and cousins and Friends. Besides his parents, he is preceded in death byHis daughter, Connie Sipe; Siblings, Louis Rupe, Mary Starcher, Joyce Rupe; Step brother, John Rupe; and special friend Marian Richardson.
